§ 13.28.080. Connections outside city limits.

  • No person shall connect their property outside the city limits to the city's public sewer system without first obtaining the consent of the city council and paying the fees and charges established by ordinance.

    Property owners outside the corporate limits of the city desiring sewer service shall comply with the following:

    1.

    Submit to the city council a written request for city sewer service setting forth:

    a.

    The area to be serviced,

    b.

    The proposed development requiring sewer services,

    c.

    Any information required by the director of community development/city engineer in order to determine offsite major facilities charges and quantities and quality of effluent to be discharged into the public sewer;

    2.

    Execute a separate agreement with the city for sewer service if favorable council support of the request is obtained;

    3.

    Abide by all applicable ordinances and resolutions governing the sanitary sewer system applicable to in-city users of the sewer system including, but not limited to, payment for inspections, plan check, etc.

    Sewer service charges for outside-the-city users shall be thirty percent more than the monthly rate charged to the same classified user within the city limits, as set forth in Section 13.16.150, Schedule of charges.

    Outside users of the city's sewer system, including all current users except for governmental agencies, shall be required to pay an advance billing fee as set forth in Section 13.16.160, Conditions of service.
